Send a letter to the Culver City Council and Public Works Department to oppose small cell 5G installation in our residential neighborhoods.


Dear City Council member and Mr. Herbertson,

I am a resident of Culver City, writing to strongly express my deep concern over the potential installation of small wireless cells by telecommunication companies to implement 5G in Culver City. In particular, AT&T mobility small cell project LDRAH – 001A adjacent to 5839 Green Valley Circle, AT&T mobility small cell project LDRAH – 002A adjacent to 6205 Green Valley Circle, AT&T mobility small cell project LDRAH – 004A adjacent to 6174 Buckingham Parkway, and AT&T mobility small cell project LDRAH – 005A adjacent to 5770 Uplander way (actually located on Buckingham Parkway)

5G is advertised to offer many potential benefits, however it will require increasing the number and density of wireless devices per geographic area. Such placement will cause cumulative and unknown levels of exposure to RF. Constant radio frequency (RF) microwave radiation (“wireless radiation”) will enter public spaces, schools, parks, and our homes 24/7/365 with no way for us to escape or turn it off, even if we are not using the service. Technically, as consumers we will be denied our rights to choose a level of service that we prefer, therefore, controlling the type and amount of wireless radiation exposure.

Hundreds of informed, independent researchers, scientists, and physicians feel that the very high frequencies utilized by 5G are very likely to cause harm to the public and all biological beings. ( I do not want this in our residential neighborhoods.

Telecom Insurance companies do not insure for long-term damages from the electromagnetic radiation emitted by these towers. 5G, cell tower radiation, and electromagnetic fields are all repeatedly classified as “high risk” and compared to asbestos in insurance white papers. A paper entitled “Limiting liability with positioning to minimize negative health effects of T cellular phone towers” reviewed the “large and growing body of evidence that human exposure to RFR from cellular phone base stations causes negative health effects” and recommends restricting antennas within 500 meters of schools and hospitals to protect companies from future liability.

FCC and Telecommunication Industry admit there is no safety data on 5G. The U.S government’s human exposure guidelines for wireless radiation haven’t been updated since 1996. On August 13, 2021, the U.S. Court of Appeals for the DC Circuit ruled that the FCC failed to consider the non-cancer evidence regarding adverse health effects of wireless technology when it decided that its 1996 radiofrequency emission guidelines protect the public’s health.

EWG (Environmental Working Group) has released health-protective radiation guidelines that are 20 to 40 times lower than the FCC’s for adults and 200 to 400 times lower for kids. (

In June 2021, New Hampshire commission study of current research found that “cellphone radiation, including 5G, poses a significant threat to human health and the environment.” The NH report recommendation is for cellular antennas, towers and other wireless technology including 5G to be at least 500 meters from the residence. (

Not only the residents and visitors of Culver City but also future generations are entitled to expect their Council representatives to exercise their duty of care. The Council’s responsibility is all the greater given that the character and spirit of our city is synonymous with sustainability, environmental conscience and well-being.

Based on your ordinance for wireless encroachment permits approval, Public Works Director/City Engineer or City Council at minimum should ensure that the facility is not detrimental to the public health, safety, and welfare.

The four 5G small cells added to the light poles on Buckingham Parkway and Green Valley Circle will pose a threat to the public health, safety and welfare.  All four of these locations are within our community and very near our homes, parks, and two schools (Pacifica Montessori School and Culver City Montessori Academy). The towers appear to be disproportionally located in a relatively small region of our diverse community. Thus, we are concerned about the potential adverse consequences that we may suffer as a community due to this installation occurring in an inequitable manner.

Please assist us in making sure that the Fox Hills Real Estate values continue to increase and are not adversely impacted by these inequitably placed and unsightly installations. Please support moving the cell towers to a less impacted area.

I do not want this in our residential neighborhoods. Both the Public Works Director/City Engineer and the City Council have the power to stop the installation. The Telecommunications Act of 1966, DOES ALLOW Culver City to regulate the placement, construction, and aesthetics of cell towers. As is evident by other installations, these cells are an extremely unpleasant eyesore and will cause real estate values to decline measurably (estimated at up to 20%). 

In addition, I would like to request a public hearing to further discuss 5G roll out within Culver City limits. I ask that you enact an “urgency ordinance” ( disallowing these to be installed in residential areas. At the minimum, such installations should not be placed within 500 meters of residences, playgrounds and schools. Our children depend on us to protect them. We need to have the public health protected, this is of primary importance.

The urgency ordinance should update the current ordinance for wireless encroachment permits to reflect the necessary precautions that address this novel, untested and dangerous technology. As such, possible additions to the code may require installation onto existing equipment before putting up standalone equipment; enforce commercial locating over residential; require the applicant to document significant effort to place antennas in non-residential areas, and away from schools and daycare centers; require applicants to document possession of liability insurance which does not exclude health claims due to radio frequency (RF) radiation exposure and EMF pollution. We desire to simply relocate the proposed small cells away from residential areas.

Many cities in California ( i.e. Malibu, Calabasas, Petaluma), USA and around the world banned or limited installation of 5G technology due to possible health risks and lack of research to prove its safety.

I request no installation of small cell wireless 5G to be allowed in Culver City residential neighborhoods till further scientific evidence proves it to be safe. This is not intended to restrict technological progress, but to critically and objectively address its current state.

Please assist us in making sure that the Fox Hills Real Estate values continue to increase and are not adversely impacted by these inequitably placed and unsightly installations. Please support moving the cell towers to a less impacted area.
